It could just be that in the beginning they were not happy and content so they bar has risen and maybe it doesn't reset, I'm not sure, storm's sometimes come at odd times and freeze my people so they get discontent momentarily. I'm not sure what gets the strike bar to lower, try leveling up your watch tower hero
