My dorms say they are at max level but I've only got 26/28 survivors in my second city and I need 28 to move onto the next city, what can I do?

Wait, and make sure its warm.

If you have a max of 28 then either 2 more haven't arrived yet or 2 have died and need to be replaced, this will happen soon as long as you don't lose any more and you keep the place warm and the survivors fed.
