Level 3 is crazy slow. The hero's to speed it up, are these pay only?

I'm not paying and have got Sophia through a free box at some point. Losing the plot trying to get Arthur though as only one person is in that workshop. If I don't get him soon I'm going to stop playing.

The heroes are all chance finds from the boxes. You just have to get thought more boxes. Try opening the daily blue boxes every 8 hours or get boxes from completing city tasks.
