I'm on the second city and there's only 1 dorm left that I can't upgrade. It said max level even though it's only lv1. I can't upgrade, thus cannot proceed to the next city

Moving to the next city depends on completing tasks not the level of buildings.

What if all buildings are maxed out but it won’t let me upgrade dorm 3 to get the 4th one?
I’m in the first level and have completed 19 tasks. The 20th one is having 8 people. I have 6 but it won’t let me add a 4th dorm
