Can you go back a city or start a city over?

Can you go back a city or start a city over? My last one was thriving crazy well but this new one I started I've already had one die and the rest are starving or sleep deprived.

You can go back to previous cities but they are already completed and do not need action. It will take time to get each new city working well. follow the tasks and you will get there
