I am on City level 3 and can't seem to unlock to hero for the green house... I spent all my diamonds..

I am on City level 3 and can't seem to unlock to hero for the green house... I spent all my diamonds and my survivors keep dying because I don't have that stupid hero...

Anyone knows what to do?
