You need to make sure there is food to cook. Is your greenhouse making enough raw food resource?

I think so, Greenhouse is at maximum with Industrial soil lvl 170, and dripper is at lvl 100 0 0 REPORT

They will only cook food for the next meal, so if there is already a meal prepared for each survivor there's nothing for them to do until the work period after the next meal.
