I am on City 4, my kitchen is maxed out, and I have 4 chefs that are unable/never work, there is nothing I can do for them to make food?

You need to make sure there is food to cook. Is your greenhouse making enough raw food resource?

I think so, Greenhouse is at maximum with Industrial soil lvl 170, and dripper is at lvl 100

They will only cook food for the next meal, so if there is already a meal prepared for each survivor there's nothing for them to do until the work period after the next meal.
