I am in Level 4 and my people are starving although my greenhouse is maxed, I have 4 chefs and a lvl 30 hero. It seems as there is not enough time for everybody to fetch and eat food, so they go back to work hungry. Which is odd.

Have you also leveled up the facilities (bottom bar)? This can increase the number of tables and make sure every one has time to eat and rest.

The building is completly leveled up :-(

I am now in Level 5 with 12 people 1200 food and 12 poeple, 2 tabels and still 7 poeple are hungry directly after eating time ...

You need to upgrade your hero. There is a link that shows what food the hero will prepare based on their level
