I get this message on Kulgaz. Wellspring-linked hero's cannot be leveled. How can I unlink so I can level this hero?

You have to take him out if you want to level him or level up your highest 5 heroes which should be pictured at the well spring. The heroes you put in the wellspring level up at the same pace as your top 5 heroes or the lowest hero of the five.
