The Item Workshop is a special building that you can construct if you obtain either of the premium heroes, Catherine Calamity or Cynthia Calamity.

At the Item Workshop you can build some important resource items and while you are doing that you will also collect journals which increase the level of the Item Workshop.
Producing Items and Getting Journals to Level Up the Item Workshop
With a higher level Item Workshop you can produce different items which are usually better. If you can get your Item Workshop to level 12 you can produce Legendary Hero Fragments.
