The cookie bank is similar to the piggy bank in other games. After each level now the game will place extra coins in the bank and when you have enough you will have the option to buy the bank with real money.
It is just an alternative way to buy coins and depending on the amount you collect in the bank may be a cheaper option to buy coins. But if you don't need to buy coins it is not useful to you. It is optional and can be ignored without losing anything.

It is not our game. We just provide this help source. You still don't need to pay to play. The bank is an optional purchase, the same as other in game purchases. You can ignore it and you do not lose anything.

No, you do not normally get these coins, they are an additional deposit of coins into a bank just to have something to tempt you to make a purchase. It is not something the game would have previously given you for free. Guest Replied
