Am I able to continue my game from my new device, if so how?

You have to do this very carefully if not your account could end up getting banned. On your older device save your game data ( make sure it has saved ) and then log out and if you want you can uninstall the app and get it back but don't sign into your account. On your new device finish the tutorial or skip it then confirm your age and settings etc and then log into your account on the new device.
