How come when try to purchase wildclub it says “purchase unsuccessful”?

You need to turn on in app purchases in phone settings then try again

I checked the game settings AND phone settings and I can't find anything that relates to buying things.

I use a Amazon Kids and have turned on in app purchases and can buy everything but wildclub and it is getting annoying
