I logged onto my turbo rocket account and I looked at the backups, but my animals were missing! On my old phone, I was on the exact account and I put all my animals on the cloud storage but it said that nothing was there on my new one! I no longer use my old phone so I can’t get my animals back from there. What do I do?

You may have created an account when you started the game. You have to save your account often as it doesn't auto save. Unless your phone still works, there is no way that I know to get your account.
