Where do you get the scrolls to make armor and weapons?

Thunder scrolls, Storm Scrolls, and Billow Scrolls are hard to get. They can be found in the Exchange Store where you can exchange coins earned if you participate in the Relic Wars. Also in Rapid Growth DIY Packs.
Warrant Officer Scrolls can be found in some level 4 Munitions Chests from higher level Undead Army Camp rallies and unlocked with the keys you get from completing daily tasks.
