My quest says to attack an undead army camp. But when I search for it, it says there aren't any in my area. How do I find one to even start a rally?
Just look around for one, they show up everywhere on the map. They're bigger than normal undead enemies, and have an orange level indicator.
Change the level you’re looking for. At level 17 an max army matching your upgrade level should be able knock out the top level camp you can Find, no matter how small the other armies joining the rally are. You might be able to do it before this, but that’s when I noticed.
You have to be part of an alliance. Secondly once you join an alliance, join any rally and the quest will be complete.
