Click the bubble above the building to complete the previously crafted equipment. Then you can craft new ones.

There is no bubble, I already clicked it, but still says you can only complete one at a time, I have only been able to craft one piece a month. Is there a glitch or something? Am I doing something wrong? or missing something?
