I cant seem to leave my alliance, it says I have to discharge or heal my soldiers. How do I do this?

Probably alliance hospital. Click alliance heal.

How do I dismiss them at alliance hospital

You many have troops in the Alliance hospital, or possibly stationed at one of the other alliance buildings. Check the alliance hospital for troops to heal, and if yo have any marches out make sire to recall them.
