An alliance has been threatening and harassing me but the mods / help won’t do anything can I block the whole alliance

Your best bet is to join a friendly alliance, ideally, one of the stronger ones in your kingdom.
A lot of kingdoms have non attack policy (nap) rules, between, the higher powered alliances, in order to protect the peace of the kingdom + so that they can grow, in relative safety (from each other).
