Why can’t I build the Ferris wheel in Sand City? The foundation appeared but no matter how many levels of sand balls I play or how many cars go through the “factory,” the Ferris Wheel won’t complete

In order to complete the Ferris Wheel you need to complete 8 levels of cars 2,000 times. Yes, 16,000 levels to get there.. it has taken me a few months and I am up to level 52 out of 2,000... the blue goes up a teeny amount every 8 levels when you put the cars through the factory. Best wishes
