Are you referring to the holiday express event?
I don't remember exactly what item each level requires but I know there was one level that didn't actually require an item (showed up as a blank white box) and it let me unlock it just fine
If there is an item it requires can you describe what the item looks like so we know exactly which one it's asking for? (Or a screenshot of the item)
