I've noticed the speed of recharge can sometimes differ, even if it's the same item. One way someone suggested is to calculate it. If you tap on an item it'll tell you how many gems are needed to "speed up" if you time how long it takes for it to decrease by one gem you can calculate about how long until it's fully recharged. Again that time difference can vary between items.
