Why are the residents at the hotel not being seated even if there are open tables?

The number of chefs you have hired determine how many customers are seated.

If you have 2 chefs, then you can seat I believe 4 customers. If you have 3 chefs, then you can sit 6 people.

Same goes for the bar employees
