Why can I not get last star for hotels that are finished?

Same problem here. Only thing I can think of is that I don't have all the items you can buy for gems. That means you Will have to pay to get any further

I actually had the same problem and found I had done everything but what worked for me is go to settings and restore purchases and you will find you have one or two things to do again and that gives you the last sat needed

Check the parking, I had the same problem.

Check that everything is actually upgraded. You shouldn't need all the gem items to get 5 stars but everything else.

Check services like housekeeping, front desk, parking.. and the bar, restaurant and rooms.
