How is it possible to be stolen from by the same person over and over again and again?

How is it possible to be stolen from by the same person over and over again and again? I am talking about 10 - 15 times all with in a 30 minutes window. And yet that person as never come up for me to steal from not once. I am only ever able to steal of the same 4 or 5 people even though my friends list has over 20 in it?
