How do I get past the beginning of the game where it tells me to replenish resources but nothing happens when I press the button. Also how can I completely reset the game and start completely fresh? I uninstalled and re-download but still at the same place

For the bug, I'm not sure. You can try reporting it in game to the game support. You can start a new character account in a new state (warzone) by going to the setting menu and then Character Management.

This lets you start again from the beginning.
