How can you unlock lv32 warsgil with a lv26 castle?

How can you unlock lv32 warsgil with a lv26 castle? It says in game that the blacksmith has to be at that lv but I've seen someone with a maxed out saurgem and maxed out warsgil with a lv 26 castle? What's the trick VIP or research? Plz help
