There are 5 tiers of weapons: common-uncommon-rare-epic-legendary
you can get up to tier 3 weapons and armour from destroying ships on sea!.

How can you get uncracked weapons? I got one once and am afraid to use my scrap to upgrade cracked ones. I can't win many skirmishes, I think I have the wrong ones in place 0 0 REPORT

Just keep fighting ships, the latest patch let's you level up using bronze when scrapping un-needed weapons. Just clear the map each time you play and everything will slowly build up. Once you reach lvl 20 you can upgrade from cracked to rustic (common - uncommon) then so one until legendary in about 30 or so years of daily playingSearch for more answers for Pirate Evolution! or ask your own here.
