I have gone to the cemetery door and back to the shop but it will not let me talk to the shop keeper. I don't know if it is a glitch because I have tried everything I can think of?

It's not clear in the game what you need to do to trigger various stages of the episode. I would suggest checking other areas for any other actions you can perform to see if this unlocks it. There is a lot to be done in this episode before you need to enter the cemetery.
