Same, was coming here in the hope I would get an answer, have been on level 10 for three days, with the level maxed out and no end in sight.

I believe I found a work around. Fill special requests and you will get a star each time. Do enough of them and you should be able to advance. Worked for me when I was stuck on ancient rome hotel.
