If I change out a Christmas decoration, putting back the original game decoration, can I put the Christmas decoration back later, like next holiday season?

The decorations are yours to keep and you can change them out any time. I still have the Halloween ones and I can switch them out freely.

How do you change tham and where are they stored.

Tap and hold a structure and it will give you a choice of what to change it to if you have any decorations for it unlocked. Granted, there is no way to figure out what you do and don't have without tap holding in various places.
There is no storage management for decorating the manor, the game will just give you a selection to choose from.
