How do I find friends or neighbors? I don’t see a possibility to find or add any in the app.

The "neighbors" are Non-playable characters also known as NPC in the gaming world, they can help you at times for things, but when the tasks are finished they leave. I think you might be able to join a club to talk to people, but I don't know that for certain.
