When is the release date?

It has already launched as a beta in New Zealand, as of 16th April 2019. More details can be found on Niantic's website: https://nianticlabs.com/blog/hpwu-nzbeta/

We would expect it to be rolled out in beta to other countries once Niantic is happy that the game is playing in good order.
