I was having this issue and ended up upgrading the timber yard all the way and then it let me upgrade the sand quarry and ore mining

Nope. Lumber yard is fully upgrade and all I can mine is sand. 2 0 REPORT

You have to complete the mining development project till it allows you to upgrade the sand pit.Guest Answered:
Complete the Mining development projects till it reaches the level 2 of the sand. You will have to complete the lumber and iron ore first. Then it will give you the 2nd level upgrade after about 6 missions in the miniing development.
