Why am I not permitted to build the newer military unit grounds?

Why am I not permitted to build the newer military unit grounds?
They are grayed out. I am being permitted to build the older age military unit grounds (like the bronze age and the iron age training facilities), but I am not being permitted to build the early middle ages and mid-middle ages military units (even when I have the coins and resources to do so)?
