Everytime I search up my friends name, I can't find him. How do I friend him? He's over level 30 so he has it unlocked.

Ask him to chat in world chat and you can add him by clicking his avatar in world chat.

You both have to be on the same sever you can’t merge the character you have on one sever to the other though.
