I love this game however the how to train your dragon quest never appeared, I can’t get to Colby and I don’t know if I’m able to do it, it said the quest is unavailable. My question is, will I EVER be able to get Colby since I can’t find a way to actually get him?

You need to click in "Tamer"(top center of your screen), then in "Enter", so you can interact with Colby, but you will be able to get him anyway in the 35 day of the server in the Tamer option.
