I accidentally denied paying the communication services bill in Dragon Raja. How do I pay for it? I have a quest that requires me to use a phone booth and I can’t complete it.

If you're referring to the pop up window which appears at Hydras then you chose the right thing. Not paying gives you an anecdote point and also it's supposed to be a reminder to not fall for in game scammers.

I have the same problem too. I don't know how I can use the payphone again.
