I was given a quest by Ally Enxi that shows how to invest in the stock market, but I don't know how to access to it, it says between 9:30 and 12:30 (Game time) But I can't seem to find the menu for it.

It should be in your Quest tab. The time is In-game time, to check it click on the map tab on the left side is the actual In-game time .
