This refers to Link Points with a friend. Send gifts to friends or team up together to complete quests in order to improve it. Story quests do not count since this is a single player mode. Take on events instead so you can have this improved.

Do you have to be on a team before you do the event?

Yes you do have to be in a team with the person that you have to increase your rate with.
