You have to be lv. 3 but they have added a update so... Yah you either join a club at lv.10 or just no chat. (to join a club, you have to tap on chat go to club on top left and if you are lv.10 you can join one, well... I don't recommend nintendo gamers, I joined it and not even ACTIVE.).
