Why can't I supply resources to other players?

Why can't I supply resources to other players? The supply window opens but the sliders don't move and I can't manually enter an amout in the number pad (it just remains at zero no matter what number I enter)

Your Tribe Hall needs to get to 14 before you can do that. And even then, it cost 32% to do so :-)
