In this sniper assassin 3d game, What is mean by max tier?

Max tier always has a number on it. Eg. Max Tier 1, Max Tier 2, etc
All guns mention which tier (level) they are for. So, max tier 1 means you can use the guns which are up to level 1.
Similarly, in level 3, you might get Max Tier 3. Which means you can use any gun from tier (level) 1, 2 or 3. You can't use a gun from Tier 4 or above where it says Max Tier 3 which means maximum tier 3 gun can be used.
