What is the piggy bank? Somehow my credit card was charged $29.99--what was that charge for?

The piggy bank is when the games add gems to it after missions and you can buy those gems back for real money (credit card). I did it once to see what it was and how it worked.
It is cheaper buying your piggy bank then it is to go to the shop in the game to buy them.
