My MSR Sniper Weapon rating is 9857. When I want to upgrade it further, it says MAXED OUT for all parts. But I see people with the same weapon where the rating is 11000 or more. How do I further upgrade my weapon?

Click on gear, you'll see patterns and badges. If you have diamonds you can upgrade for a few hours or days depending on your diamond budget.
