Is the PvP mode actually online with other players around the world, or are they just bots? (starting to get that impression)

I believe it is. PvP selects 6 or 7 players online at the time and you snipe each other.

I seen a post or comment from the developers somewhere once and they said as of right now, you are playing computers. But the strength of each [computer] opponent is actually based off of the strength of the person's rankings. They said that they are working on making it for real PVP, but as lag time is a thing, it is difficult to process. Hopefully soon.

Yes it on line players around the world.

The ones with the maxed out protection and rifle are usually bought. You can never kill them
