What is the piggy bank? does it gives me diamonds? how to get those? everytime I open it, it always says "purchase failed"

Piggy banks give you diamonds yes , the first one cost like 12 bucks and you get so many diamonds , the second one cost 80 bucks for 6000 diamonds , you will see your piggy bank in purchases , and you collect diamonds from completing missions , and shooting range etc
