What to do when stability is less what do please tell?

Higher stability means easier to aim.. but you can still do mission even the weapon is less than the requirements for the mission (yellow).. but you can't do when its red..

For example... when you don't have enough damage.. you might need to shoot a target twice.. even the street light.. :p
