What does a blue star and a flame mean in your ranking?

The flame signal seems to mean you have finished in the top half of the PVP round (i.e. 1st to 4th place in an 8 player round) a few times in a row.
I'm still not sure what the blue star represents - I've noticed it appears when you drop down a division, and it has also been there if looks like you're about to go down a division (e.g. too many 5th - 8th place positions while your trophies number is on zero), like a sort of warning; so possibly something to do with moving between divisions

The blue flame means you have just joined league/division, either by moving up or dropping down a division. 2 0 REPORT
The flame means you've won (i.e finished in 1-4 place out of 8 players) your last 3 rounds.
The green medal symbol means you've been in that league for a long time.
