In PVP appears a red circle with a small arrow inside pointing in a certain direction. What does this mean?

It means another player is shooting at you, with the arrow indicating the direction of the shots.
If you're quick enough, you can turn around and zoom in on the other shooter and try to shoot them before they kill you - the straight red lime above the red circle and arrow indicates how close you are to being killed.
